Vincent will arrive at the library early and begin preparations, skirting the edges of the library parking lot he puts in place a simple ward that will alert him to any that cross it's boundary.  It is not intrusive.

He will scan the in the Briatic, Umbral, and Visible plane looking for any anomalys, spirits, or otherwise strange fluctuations in the Tellurian that may be a threat, cause problems, or give an advandage, or disadvantage to those in the area.  

Vincent will hold the bronze medallion in his hand and draw a few hebrew letters in the air and shifts his eyes into nightvision.  He can see as well as any cat can (and probably better).

As Vincent finishes his preparations he sits in seiza in the middle of the parking lot and wait.  Vincent begins to concentrate, chanting in a language known to mainly Hermetics, pulling his energies, and some of the nearby energy into himself.

As the sun sets a lone man could be seen kneeling in the parking lot beside the library, a Katana at his side, and a small ball of electricity playing up and down the light-post beside him.

The night is ominous. As the sun sets blood red thick creep in like black tentacles... The moon is smothered in a thick haze and wisps of fog creep beetween the cars in the parkinglot.

A cold, forboding breeze blows through the usually balmy night air and the streetlights, for blocks, seem to flicker as if afraid to pierce the darkness...

As the sun is setting you hear a motorcycle turn into the parking lot. Nakazawi gets off, nods over to Vincent sitting in the parking lot. "Everything ready? Where would you like me to be?"

"I thought we were going to arrive slightly late?  Looks like the vamps had the same idea."  Rah'shid says as he enters the parking lot.

Looking up, past the dancing lights on the streetlamp, smelling the ozone from the electricity...

"Toshi, please stand behind me to the left, I will need you to watch our flank and our "guests."

Rashid, This is my home, I'm not about to let Vampires roam freely around it's grounds without my presence.  I will not interfere with this unless it's warranted as per "the plan"."

Vincent returns to his breathing, the arcing electricity on the lamp post seems to intensify somewhat.  The energies around Vincent will be tangible to those around him by now.

Rah'shid nods to Vincent.  He understands, he wouldn't want vampires runnung around his store...unless they were paying customers, "Alright."

 Almost as if on cue, a Mercedes with tinted windows, slows and turns into the parking lot. It seems to stop a bit away from everyone gathered. A man looking like a chauffeur hops out of the drivers seat and runs around to the back door opening it. Out steps a middle aged man with strong Germanic features wearing a black Italian suit with a deep burgundy shirt underneath. He waves the driver back to his seat and mutters something about waiting for him. He turns taking everyone into consideration, and slowly approaches, his arms crossed over his chest. In Latin he intones "Peace be upon you brother, I come as a house, shall respect be honored?"

Vincent rises and walks forward in front of Rashid, the electricity on the lightpost is crackling now, everyone can smell the ozone.

"I am Vincent, Order Hermes, bani Bonisagus, your house shall be respected here.  I am not the voice of these men and women, but my colleague is, **motioning to Rashid**, he will speak for my House."

With that Vincent turns heel and walks back past Rashid, glancing sidelong at him...

"Be careful..."

Vincent will return to his position, and resume his chanting, steeling his mind...

Rah'shid clears his throat and takes a step forward.

"My name is Rah'shid Ajhar. I own, run and operate Ajhar Industrial Doors downtown. a business man if you will. Pleased to meet you Mr....", he says as he extends his hand to shake Mnemenoi's.

 "I am Regent Thaddeus, long has peace reigned within Sanfield, during which we both have prospered. It shall soon draw neigh. There are those whom ignore all of the boundaries we acknowledge. This city is under siege whether you are aware or not and the enemy we hold back will awash the streets here in death. They are strong, and what they bring here is darkness, imagine if you will Mexico City as that has been theirs for long centuries. That is the gift they bring here, they have no respect for those that still draw breath, and will target you to consolidate their iron grip on this domain. Do you understand what I am saying" looking over this new individual, whom is their representative.

Rah'shid nods.  He doesn't exaclt KNOW what he is talking about, but he understands what the Regent means, both sides apparently have respective enemies that are trying to destroy them both.  "I believe I understand.  We too have an enemy, the one that lives in the Dark Tower down town. We too need to rid our selves of this threat. How may we assist each other with our respective foes?"

As for your role in our conflict, you will know as the time draws close. When you start hearing of the bloodbath waging in the streets your time to save your way of life is at hand. Pardon me for not shaking your hand, I simply wish to not have it be said I exerted my will upon you. What you decide here shall be of your of volition. Although I fear I bring you the proverbial devil's bargain."

Almost as if it were scrïpted, an explosion is heard reverberating through the mountains.

Vincent rises, the right half of his body bathed in the light from the crackling electricity.

Speaking in Hebrew directly to the Regent

"If you are truly Tremere then you will understand me now.  That darkened tower holds the destruction of any who deviate from their version of "Reality".  The soul of this city screams in agony from the havoc it reeks upon us.  It threatens to spawn a Maelstrom in the Umbra surrounding this city.  You should know what that could mean for all of us if it should come to pass.

If any of the original Tremere are at hand, ask them what it could mean if the Technocracy succeeds in locking away the Magus of the city, and what it can turn them into.

This is a peril for both House and Clan, and the demise of both is at hand.  If you ask our help then we ask yours.  My friend here does not know the extent of the horrible atrocities that could wash over this city if they manage to secure a foothold, I however do.

That is the agreement I offer, one House to another.

If I may ask, who is it that besieges our city, Garou, Spiral Dancers, Wraith, or possibly other Kindred such as yourself?"

Those around Vincent will catch words that they understand that have no Hebrew translation.  Umbra, Technocracy, Magus, Kindred...

Startled by the explosion's noise, Rah'shid looks off in the general direction of the mountains.  He starts up again after Vincent says a few words in Hebrew.  Not sure what Vincent said, he continues:
"In short Regent Thaddeus, we need your help in removing the presence of the Dark Tower.  It sounds to me that you would like our assistance combating your enemy as well.  Our groups agree that we need an alliance between our people and yours."

The regent stares at him blankly, obviously not understanding any of the foreign dialect. as he finishes, he repies in Latin "During our time in the Order we always spoke Latin and Germanic, but I refrain from using odd dialects, especially as this is our first meeting," he replies with an obvious edge to his voice.

 Turning back to Rashid, he calms "We can offer you assistance in removing this tower from the cities skyline. I apologize for my outburst, It has been many centuries since I have dealt with any of the order and there is a certain bit of wariness even from myself. How should I contact you should the need be great and you contact myself should you have the need?"

In latin:

"My apologies, I assumed to much.  It has been many years since I have interacted with any of your House, and those I knew spoke primarily Hebrew.  It is my folley for assuming to much about a new acquaintance.   I bid you and your House no ill will, as we are both banished, I was simply explaining the situation in better detail than my friend here.  I can repeat myself if you wish, or you can choose to simply move on."

Vincent re-seats himself, eyes locked onto the Reagent.

"There is no need for an apology, I know very little of what has become the order in these nights and I believe we are all walking a razor's edge. I am glad to hear House Bonisagus continues through to these days, long ago I remember those of that house being quite predisposed to laboratories and dusty old tomes, it would appear some things are not easily changed, though your banishment seems odd to hear. You are well said, there shall be a peace amongst our houses." he smiles, trying to put him at ease.
