William Porter calls in all police officers into the department early the morning of the curfew announcement to brief them on procedures.  The room is tense, the citizens won't take the curfew well, even with it being for their own protection.

"Each of you will work in groups of two or three, depending on the area, and watch a four block area. With this we can cover 75% of the city with adequate back up.  I want two officers policing both sides of the side walks at all times after 8pm.  If your partner gets lost, call in immediately your location.  We don't want any accidents out there.  Report all suspicious activity and observe until back up arrives.  DO NOT ENGAGE ON YOUR OWN.  Dismissed."

All of the officers, cheif included, file slowly out of the room, murmuring rumours about the slaughters going on in the city.
