First, explosives are obviously hard to get. If you dont have arsenal, arms dealer contacts, or high streetwise. You dont have explosives.
Some can be homemade, such as molotov cocktails. So those are fairly common, and as long as you have demolitions 1, or a science of at least 2 you can create a molotov that is safe to transport.
Any character that plans to carry, purchase, have, use or whatever else explosives, needs to clear it with me first. Suprise molotoving is all well and good, but I, as ST dont want to be suprised by it.

Type, Damage, Concealability, and examples.
1) Incinedary*. DMG: 4 Conceal: Pocket.
Example: Molotov Cocktail.
2) Concussion**. DMG: 8 Conceal: Pocket.
Example: Concussion Grenade.
3) Shredding. DMG: 10 Conceal: Pocket.
Example: Shrapnel Grenade. M1 Frag grenade.
4) Single Destructive. DMG: 15 Conceal: Pocket.
Example: Stick of Dynamite.
5) High explosive. DMG: 20 Conceal: Variable.
Examples: Plastic explosives, fertilizer bomb.
* Incinedary devices ignite the target after their initial (Weak) explosion. Damage caused by the explosion is bashing, damage from the fire is lethal( or aggravated to vampires).
** Concussion explosives deal bashing damage and knock the target down. -see knockdown rules in all books.
Aside from the two special cases above, all esxplosive damages are Lethal.
