The waterfront is less a waterfront and more a docks area. Lined with working boats and rusted out fixer-uppers the docks are a maze. There are an equal amount of working warehouses and abandoned so its easy enough to avoid the loud dock workers if you must. This is a popular area for runaways and the homeless as there is plenty of opportunity for theft among the boats. This of course means some security can be extra violent and that muggers and thugs are fairly common.
